Setting a Safe Mode password

Hello,
My friend is having a problem with her room mate. Her room mate starts her computer in safe mode for XP to get around my friends password. Is there anyway that I could help her set a password on safe mode? I told her that I didn’t think that there was a way, but there are more smart people out there. Thank you.
