Setting desktop wallpaper for domain user accounts.

I need some help on getting a wallpaper to show up on clients desktops when they log in.
I set the location from the server name such as \\server\wallpaper\pic.jpg
and nothing shows on the desktop or laptop.
Then placed it as C:\\User\Desktop\wallpaper\pic.jpg
and didn't show.

Is there another way for me to get the wallpaper to show on the desktop and laptop?

I've found you can use Active Desktop in the Group Policy to meet this requirement.

Um. Let me make this clear, I am using the Active Desktop in Group Policy Management. My question was I need to find away to get it to work. For some reason its not taking the location I give it.
