Setting IE Homepage with "Run"

Is it possible to set your IE homepage just by entering a command in the "Run" dialog box? I have heard rumors that it is possible, however, I have not been able to find an answer to this as of yet.

It is possible in 2000, XP and 2003 out of the box. NT 4.0 requires the Ressource Kit for the Reg.exe utility. In 95/98/Me, there is no way I am aware of.

Here is the command for the currently logged user:

reg add "hkcu\software\microsoft\internet explorer\main" /v "Start Page" /d "www.whatever.com" /f

the /f is to force the change without confirmation.
