setting school domain with w2k servers

I need to figure out the best way to set up a school district with w2k servers. I have 6 schools
with fiber lines between each school, they all tie into the high school which routes to the intenet. The high school has the domain controller
with Active Directory, I plan on migrating all users and teachers to this server. But each elementary school has a w2k server, should I make them a OU or site or just a domain and join to the domain controller. What would be the best recommendation to haveeveryone authenticate to their local domain but have complete administration from the domain controller?

Side note: This one flat domain, working off a dhcp server for the whole district. the servers are the only machines with static IP and there is
also DNS server. Between the schools there will not be allow of authentication traffic.

A common approach would be:
* All locations as separate sites, to avoid too much replication (especially during daytime) between sites.
* As the computer accounts will be seen in the site, ADS will make sure that automatically the first logon attempt will be with the 'local' domain controller. (Not Domain, all will be in the same ADS domain!!!)
* And yes, for a number of practical reasons it would also be helpful to have each school grouped under a separate OU. After all, much of the access to the local W2K Server will be for the local users only, and then you can link the ACL's to the OU (for group policy) or to the ADS groups (for shares, directories etc.).
