setting up a backdoor

As the Oracle DBA I have test databases where management insists that the developers must have full access, including dba role. I have full archiving on these db's and make export copies every week. One potential issue is that one day someone will lock the db for the wrong reasons. I want to practise dismantling such an occurrence - my first thought is to make a copy of the password file with every backup. If the problem occurs my plan is to swap in the backup password file or recreate a newone in case sys, system and all the dba users are locked. This way I can recreate the passwords for sys and system. This is 920 on an NT box. I have administrator authority on the box. What am I missing? How would this differ on an 8i box?
