Setting up a print server

I work in a library and one of our biggest problems is our printing. People print and they dont pick up their print jobs so we wind up throwing the paper away. Anyways I am trying to see if i can fix this by using Windows 2000. I have 28 win2k clients and two win2k servers. Without using the servers is there a way i can setup two of those clients to be print servers so that the others can connect to them? once connected can i queue the print jobs so when someone prints it doesnt print but stays in the queue until i tell it to print?Thank you for your answers. one more thing if you can give me an I dea on how to this it would help alot.
