Setting up Organizational Forms Library

I'm trying to setup for E Mail forms for Outlook users to be able to use, but the instructions state to "Publish to the Organizational Libray", but I do not find it on my Public Folders in Exchange. I've given myself permissons within the Publi Folders, but don't know how to creat or access the

Open Exchange Administrator, click on the Site name, then select Tools then Forms Administrator. Here you can create the Organizationa forms library, you'll need to set the permissions, I think you have to have Owner permissions to Publish forms tothe Library. From Outlook you can design new documents then Publish them as Forms to the Org Library. When the client chooses a form they should be able to pick from Organizational Forms Library.
