Setup Error Message

Error Message: Windows Setup Requires Largest Executable Program Size to Be at Least 4,442,368 Bytes (Q289727)
I received this message on an older dell that I was trying to reload. I looked up the error on the MS site and it said that the drive size was being reported wrong. I ran PQmagic and fixed this error, but I get the same error. Has anybody ever seen this before?

First the BIOS is not recognizing the drive size,locate the BIOS version and go to manufacturers web site and download bios upgrade
Try using a WIN98 startup disk and boot the computer
Type FDISK /MBR
at command prompt Type fdisk and partition the drive
format drive and run setup

I thought this maybe the cause, so I guess I will try to update this. I think that this will be a lost cause.
