hi there this is athar here to setup an isp first you have to plan for a location near any telephone exchanhe were telephone or digital lines can easly be reachable the distance from your premises to the telephone exchnage should not exceed more then 5 km in radius and after this you will decide that how many users are your going to accomodate if you go for 120 users then you will need 4 primary isdn line each line hold 30 channels and like this 4 X 30 = 120 channels and the you will need hdsl equipment for 4 primary isdn lines you need four pairs of isdn and after this physical media desicission you will need a router the and an access server a billing server and authentication server and a poll of ips as well and you will have to decidethat how much bandwidth you will provide for indiviual user dear friend this is a long story i hope the information i have provide will help you out

I have a long and short answer to your question. Here is the short version. The first answer to your question was a good starting point, but unorganized and uncomprehensisble(no offense).
1. Internet connection and router for users(can be colo or your own POP.)
2. Remote Access Concentrator or modem pools.
3. Dial Tone (for above) usually in the form of PRI or channelized T-1.
4. Support Servers: DNS, EMAIL, WEB, Authentication & Accounting, etc.

That is the basics and should get you started, although you still need to figure out the entire backoffice support for the ISP.

I have done this before and know the ins-and-outs like the back of my hand both on the business side and the technical. If you would like to contract my services I would love to help.
