Setup Time Limit For Access The Internet

Is there a way to set the time limit for user to access Internet, say 3 hours a day?

I am assuming you are a network admin and you want to limit internet access for your employees. I went to download.com did a search. The link is below. I also worked with a software in the past called Surfcontrol. With Surfcontrol, I was able to monitor emails and internet usage. You can limit what sites people go to and you can also see the sites that people go to. I am not sure about time usage with Surf Control, but some parental control software should do that.

Using addition software is one option. I wonder if WinXP can provide such tools to control accessing to the Internet?
