If the PC has locked up bad enough, sometimes, Ctrl-Alt-Del will not work.

You then have to either use the reset switch, or cycle the power switch.

To verify if Ctrl-Alt-Del functions,
With the PC running normally, press the keys,.
A dialogbox for closing running applications should appear.
If so, Ctrl-Alt-Del functions.

What happens, is that the PC locks up so hard, that the keyboard buffer is not received to initiate a shut-down sequence.

The 3 finger salute is no longer a hardware only function, but must be handled by the Windows GUI.

I finally got onto my W98 box.

I have not been able to identify the specific program that runs the "Close Program" dialog box.

I suggest the following:

If a USB keyboard, the sequence may not be properly interpreted without the correct driver for the keyboard.

Run System File Checker and look for modified files. Note: this may be the result of a virus.

Check for system policies that may be set to disable the 3 finger salute.

Check any GUI tweaking programs for shutdown disable settings.

I will look further, and see if I can identify a file or registry key related to the Close Program Dialog Box.

For me just waiting for the machine to respond after just one cycle of the c-a-d. Sometimes it can take 5 min for a complex cancillation with low resources. Mostly just hitting reset results in POST and scan disk, but you loose what memy had in it.

as windows is booting up hit the delete key to the cmos settings you want the first option "start up" this area deals with the hardware you want the bottom of the screen HALT ON: in most all cases it will say all errors whch meens every thing from mouse to monitor iv'e found changing this setting to no errors if your pc freezes your keyboard shoudn't regardless of type to also check if it is complete lock out push numlock a couple of times if that works and ctrl+alt+delete dosn't seek advice from microsoft or re-install.
hope this is of any help to you

in bios-setup you can read: halt on: all errors which means keyboard too is halted(cannot be used). change it to: all, but keyboard. sorry to the poster before. he meant the same, it could be unclear.
