share modem on NT server

We have a 20 user network with an NT 4.0 server. I want to share the modem on the server with one department. I would like to do the following: allow any computer in that department to connect through the LAN to the modem on the server to dial-out to a specific site (not the Internet). Can this be done? If so, with which software?
