Shares between domain computers (disconnected from the domain)

I'll start off by saying my company has many remote shops/offices around the U.S., usually between 2 to 15 people at each of these shops. these computers are on the domain and some of them connect back to us using Cisco vpn software. Some of the users at the remote shops access each others shared folders. for example, at one shop 2 users share a database. The problem i'm having is that this shop lost iternet connectivity this morning and now they cant access each others shares. usually one of them connects via the vpn then the shares work fine. Is there a way around this?

domain computers have to authenticate with the domain first, so they would need connectivity to it...right. could have sworn this worked with out the domain accessible.
