Sharing a folder on server

I work in a school and we run Macs and PCs. The servers are NT4. One of our administrators would like to have a file on a server that people in all the different buildings would be able to put files in and he would be able to retreive them or put files there for them. The people involved are using Windows 98se. Is there a way to do this? Are there services I need to turn on on the different servers? The servers are not in a trust relationship and at this time do not see each other and each is a primary. We use static TCP/IP. I have tried getting to a server using the IP address in I.E. and also by using find computer and map network drive without any luck. Is this possible?
