Sharing two servers for backup purposes

Using remote agent from from the primary site server, push it to the secondary sight server without using wins so that we can establish the ability to backup up its data. We are using NT on all servers. It will not allow us to push remote agent from the primary site, when we try it does not see the other server. We are using workgroups not domains.
