shortcut call opens download box?

I am executing a cmd file(from any citrix server) that does a call on a shortcut link(existing on- file server). On some users the internet explorer
download box appears with the override box grayed
out. Is there a solution? The users have to click
open to load their app.
Note this worked fine on W2K.
