https://www.tomshardware.com/how-to/overclock-graphics-card-gpu tells more.It’s better to buy a graphic card that works to your satisfaction without overclocking. Why didn’t you buy the right card?

They probably are just wondering because of budget. I’d say they probably dont want to spend thousands on a crazy graphics card if they could potentially make a cheaper one work better with little consequences.
