Should you have to be legal to vote?

Is there any country in the world that does not require you to be a registered voter, to vote in elections?

(dictatorships, need not respond)

Of these that require you to register, do you have to have valid Identification to cast your vote?

In places without required ID, is there a higher instance of voter fraud than places that DO require them? [i]( dead voting, felons, etc )[/i]

Can anyone possibly give me an explaination how it is discrimination in ANY way to require someone prove they are who they say they are when they go to vote? Their ballot is still confidential, so that is not a concern.

Ohio is dealing with that very issue now.

Does this mean people WANT dead people to continue to have a say in elections, both local and national?
