Show all programs & menu options

I want to de-activate a Windows XP feature. I'm not exactly sure what it's called, so I have to describe it.

When I hit the Start button and choose Programs (or All Programs, depending on the user's preference), the list of programs displayed next will only be those that have been used "recently" according to some algorithm designed by Microsoft "for my convenience". Below that list will be two small down-pointing arrows, which I must select if I want to view the full list of installed programs.

I want to de-activate that feature permanently, preferrably via regedit.

Go to Taskbar and Start Menu Properties - Start Menu - Customize - Advanced - Start Menu Items and deselect 'Scroll Programs'.

If you use Classic Start menu, go to its Properties - Customize and deselect 'Scroll Programs' and 'Use Personalized Menus'.

Navigate to HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced subkey.
Set (or create) REG_SZ value StartMenuScrollPrograms to Yes to scroll or No to not scroll.

Restart.

I think you can do it on a machine basis with HKLM\....
