Show all programs & menu options

I want to de-activate a Windows XP feature. I’m not exactly sure what it’s called, so I have to describe it.

When I hit the Start button and choose Programs (or All Programs, depending on the user’s preference), the list of programs displayed next will only be those that have been used “recently” according to some algorithm designed by Microsoft “for my convenience”. Below that list will be two small down-pointing arrows, which I must select if I want to view the full list of installed programs.

I want to de-activate that feature permanently, preferrably via regedit.
