shut down stall

Hi all
I have an NT Server 4.0 with sp6a. This has been happen for a month already. Everytime when I shut it down, it hung showing that stupid hourglass, I had to do a cold boot to shut it down. This is a very broad question but I just need some help of how to find out which service is hanging.
