From a DOS Prompt on the actual server.

NET SEND /ALL your message goes here

This will send a message to all users connected to the server.

From the DOS Prompt, type NET HELP SEND for all options.

all of the above + you can use the shutdown utiility (type shutdown on the command prompt). It gives you the utility to send messages to all connected users while initiating the shutdown (+ some other other option and the ability to shutdown remotely)

Have you tried using the net send command in a command prompt environment?
Type net send /? for the correct syntax.
