shutdown and IE 6 problems..

i’m having problems shutting down. i get the cursor blinking about 2-3 inches from the bottom right corner of my black screen or red and black horizontal bars that fill up the screen before i shut down and i have the hold down the pwr button to restart my cpu now. once i do pwr down i get the RGB(red,green,blue) on my screen. Why or What can i do to fix it?? Also now about everytime i start IE 6 i get the “error has occured need to send error report to MS” what can i do to fix that also? need big help!!
