Shutdown problem

Have upgraded computer from Win98 to WinXP Home. Win98 would not turn computer off at shutdown. Upgrade looks great except the “turn computer off” still exist with WinXP. Exerything closes out fine but the message is displayed “It is now safe to turn computer off”.
