Shutdown problem

Why i can’t use “shutdown.exe” whatever in NT or 2000 to shutdown my PDC from BDC . The error message is :
“Shutdown:\\my name of PDC
AdjustTokenPrivileges enable failed”
Why??
Can anyone help me???
