Shutdown Problem Windows 98

I have had several friends with this problem. One is on a Gateway PC and the other is on a Compaq. When they go to START then SHUT DOWN the PC starts to act like it’s shutting down then just freezes up. There is no error message to refer to. Has anyone come across this problem and if so can you help me. Thanks in advance.
