Shutting down a rouge user on Windows 98

We are currently dealing with a rouge user who has his network settings incorrect on his laptop (wrong gateway set — and is pulling large files accross a 128 k ISDN line) and refuses to allow admins access to his laptop to correct the settings. The chain of command route hasn’t worked – long story. . . What we are looking for is a utility similar to the shutdown workstation app in the NT4 resource kit to shutdown his windows 98 workstation during the large downloads. The intent is to make his life rough until he allows us access.
