Slow Closing 98

We have a machine running 98 that takes its sweet time to shutdown. All patches applied. Defragged drives. If this was a startup issue, I would have this in the bag, but shutdown?
Please advise.

1. Start a DOS session (Start, programs, DOS prompt)
2. Edit a Batch file (edit closewin.bat) at the command prompt
3. Enter line C:WINDOWS\RUNDLL32.EXE user.exe, ExitWindows
into batch file. This is only line required
4. save and exit batch file
5. Exit DOS session
6. In windows explorer, right click batch file, properties, program tab,
put an X in line Close on Exit, Click OK
7. Drag batch file into quick launch toolbar
8. Just run from toolbar

Paul is getting close.
Check that RUNDLL32.exe is not corrupt.
(System File Checker)
Also check that any network connections/software is properly closed first.
Also check the Antivirus software.
It can get held up in loops during the checking of any of several items during shutdown.

No help and the customer is not complaining about the slow closing anymore. Sorry.
