Slow Dial-UP Connection

I have few users that work from home using dial up connection to work. The problem is it only connects at around 28kb to 32kb.
We had a telephone tech check the lines and it’s fine.
Using Robotic Modem 56k
Windows 2000 server with RAS.

Any ideas or suggestion.
