Slow response to software installation

I’m new to the installation of WIN2K Pro. Recently, after a fresh install of win2k pro, I was installing the software for a new Plextor CD R/W. After selecting to install CD Creator, the hour glass came up as usual then went away but the software did not load. I tried it a few more times with the same results. Finally I quit but then 10 to 30 minutes later the software started loading. This also happens installing other software.
