Try this (painstaking I know):

Boot your system in safemode to check for the issue there, if it doesn't happen there, then come back in Normal mode and do this:

Goto Start>Run>msconfig>Startup, and click on Disable All. Now goto Services section, and tick Hide Microsoft Services and now untick all those third party services. Restart and now check if you have the same problem.

If not then you can re-enable each application\service one at a time to discover what's slowing things down. At that point you can decide whether you need to keep the service or not. If you do, then check for an update for the service/application.

This problem is usually caused by a problem with a context menu handler. A context menu handler is when a program adds an item to the existing menu.
