Slow Transfer Rates

Hi i’m quite new to computing so i dont know a whole lot about how everything works, i recntly purchased 2mb Broadband because it’s the best i can get in my area but isn’t this supposed to mean i have download speeds of up too 2mb? If this is the case why am i getting transfer rates of 30-50kb????
