Slow WAN Speed over DS3

I have a WAN connection setup from NYC to LA with a shared IP address for load balancing. This line has a dedicated 12 MB line but we are having troubles in trying to get it to connect and transmit at any speeds over 3 MB. I have tried passing actual files over this line and received a top speed of about 3.15 MB per second and upon doing an iPerf test which passed only TCP packets, I still only see an actual bandwidth of 3.0 MBS. Any ideas of what might be causing this kind of bottleneck?

I have been in contact with the owner of the DS3 as well as Cisco about the routers in between, and neither can see an issue with this speed problem. They say everything should be at speed...

Any help out there would be great.

A DS3 should have a transmission rate of 45 Mbps.

If you DS3 only has a 12MB rate, then it must be fractional. Check what the Committed Information Rate (CIR), which is the amount of traffic the line is guaranteed to hand, is listed as in the contract.

The circuit may be a burst, which means it increases to a guaranteed rate over time nad then falls back to the CIR. It might not be functioning properly.

Also keep in mind that you have may lose as much as 15% of the CIR to administrative traffic.

My CIR is set at the 12mb with a non-committed burst speed of up to 15mb as needed. I do not have the need for any administrative traffic as it is setup for only specific systems to access (i.e. the two systems that are linked) as this is dedicated to these systems for data redundancy.

The 15% overhead accounts for the transformation of the packet and monitoring of the WAN line, etc.

Have they polled the traffic in the WAN to see what is the utilization of the circuit? Maybe something is sucking up bandwidth or the bandwidth just isn't there?

They have checked for network traffic and havent seen anything at all that would constitute taking over 75% of the given bandwidth, so I am confused as to what could be hogging this line, as is everyone working on it.

DS3 to OC interface could cause your problem, what is the distance from the sonnet node to the router ? (255 ft is max.) Seeing errors on the interface ? Retransmits ? Have seen a coax give errors and be totally masked by the sonnet portion (both ends look good but local loop/long haul will test bad). It only requires one bad coax/fiber connection to screw up both ends through-put. Any inter-0ffice repeaters on these ? Had service provider do a class A on the DS3's ? This will take you down (at your convience), but they should find any problems with either local circuit.

DS3's are C-Bit ? Not M13 (channelized, T2 and T1 framing included)!

Sorry I test/repair these daily, if I knew the service provider could give you more insite.
