Sluggish startup in Win2K

My computer a 2GIG with 256k RAM and 40MB HD used to star up fast. Now it stops for aproximately 2 minutes in boot up, then progress with boot up to Windows. I have looked in the event viewer and found this: The IP address lease 192.168.1.100 for the Network Card with network address 00E018849CD2 has been denied by the DHCP server 192.168.1.1 (The DHCP Server sent a DHCPNACK message).
I have a network cadr that is connected to a DSL modem. I am a stand alone computer, no network attached.The event properties shows this: Windows cannot unload your registry file. If you have a roaming profile, your settings are not replicated. Contact your administrator.

DETAIL – Access is denied. , Build number ((2195))
How can I clear this up?
