SMALL BUSINESS SERVER 4.5 LICENSE & PRO

just installed back office small business server 4.5 server. i have taken the base 5 user license cd and purchased additional 15 licenses. during setup i have given 5 licenses only as i have yet to get the licenses from my vendor. now when i try connecting more than 5 users intermittently i am getting login failure error. it is allowing the clients to login to domain some times and some times not allowing. when i tried to add licenses from control panel it says add it from sbs console. when i do it from sbs console it is asking me for the license diskette. as far as i know microsoft licensing is on paper only. i tried to change the registry setting in the current control set & licensing. there it says 10 clients are allowed. when itry to increase it to 20 it is giving error and not allowing me to do this. what went wrong. should i reinstall the sbs 4.5 server to give 20 licenses or license diskette is available for sbs serever.

also one more typical problem with proxy server. by default sbs takes 10.0.0.2 as the ip address for server and configures the dhcp server. now i changed it to class c private range address 192.168.0.1. now when i try to connect from client machine(windows 9.x) using netscape navigator 4.7 it is asking me for the password . after giving the user name and password it displays error. permissions are given in web proxy for every one group for www protocol. i do not have any problem with internet explorer 5. all i.e 5 clients can browse with out giving any password and can download mail using outlook express. i tried uninstalling netscape and reinstalled. it did not help. same error. i have some die hard netscape users. so please help me.
