smoke and mirrors ?

I have a client with a 2 member workgroup. Both running 98.
However one person A can see person B, but B can’t see A. Actually, B can’t even logon.
The IP range is correct on both machines, the subnet mask is the same and LMAnnounce is on.
Doesanyone have any ideas on what could be the problem ?
