Soft VPN versus Hard VPN

A client of mine has a bit of a problem with VPN’s and I wondered if any of you might know the solution to the problem!

They use Windows VPN from their laptops when at home to access the office servers. At the office, the ADSL router has Port Fowarding enabled and points PPTP (1723) and IPSec (500) to the RAS server (for VPN Validation). All works fine,

They are trying to get a VOIP phone working using hard VPN (router to router), but the VPN tunnel won’t build unless the two ports above are disabled. When the two ports are disabled, the VOIP tunnel is built and the Phone works fine, but obviously the soft VPN (laptops into the server) stop working!

Is there an alternative to using the Port Forwarding? Maybe some configuartion in the Windows 2000 server that demands all software VPN connections are it’s responsibility and no other machine?

I hope I have explained it properly so you can understand the question. If not, I would be happy to expand the explanation.
