Solaris 10 /etc/project doesn’t take effect

Existing /etc/project file created ages ago just stopped taking effect. The contents are ignored and users get all the defaults.
This stops databases from starting up for lack of resources.
Recreating it with projadd/projmod doesn’t help.
Rebooting the system doesn’t help.
What is causing this to be ignored?

Not sure when it stopped working cuz the big databases don’t start up very often.

Latest & greatest patch cluster is installed.
