Solution For Internet Access Control

I have a client (small school) with the following setup:

-2 labs of about 12 win98se PC’s in each
-1 “server” running win2kpro (file & print)
-ISDN connection shared via a 3Com router/modem

What would be a good, inexpensive way to control student access to the web (ie, only allow access to a handful of sites by default, and then allow a teacher to enter a password for access to all the rest when appropriate)?
