some controls grayed out in IE7

I have a pc running IE7 and I am logged in under admin priveleges. I started getting a few popups from time to time. I went into the internet options to make sure that popup blocker was still enabled and found it to be grayed out and unchecked. A message below it states that “some controls are set by my administrator”.

I suspect something in the registry is amiss but not positive. I have run several recommended scanners all of which, except one, comes up clean. The Onecarelive scanner said I was infected with Bruntok, but that it was cleaned succesfully.

Any suggestions as to why this is happening in ie7 and what I should do to fix it?
