While it could be a corrupted user Account it also likely that you ave picked up an infection somewhere which is causing this.

Bring your AV and Mal Ware Products all up to date and reboot in Safe Mode and run scans over the system till they come up as clean. If you get even just 1 case of Mal Ware rerun the scan to make sure that the offending file has been removed.

That may cure your problem or it might not depending on how bad the infection was and what damage has been done to the Windows System Files.

If you open the Start Menu and left click on the Control Panel Icon and then Explore on the drop down menu can you then get into the Control Panel? If you can I would create another User Account with Admin Rights and switch users into that and see if the problem remains.

If it does Windows has become corrupted and at the very least needs to have SFC System File Checker run over it and far more likely a Reinstall to cure this problem.

humm if someone made a shortcut to Internet Explorer and placed the shortcut in the control panel and/or in My Computer, and that shortcut does not work, you might try this:
right click the shortcut, and click the Find Target radio button. This is open up an explorer window that shows where the path is. If the find target returns an "could not find" than the location of the source .exe file has changed. You can delete the shortcut and recreate it by clicking start, programs, Internet Explorer/ right click Internet Explorer on the list and choose create shortcut.
