someone changed display settings!

One of our users went into the Display icon in Control Panel and she said she changed the Active Title Bar size (she thinks) to 100. After doing so, everything is either too big or distorted. No programs will open right. You just get blue or gray boxes that are unreadable. Regedit wont open. You can't even get back into display properties. Safe mode has the same problem. Scanreg /restore won't work because 9/14/01 was last backup. Is there a file I can edit to switch it back to how it was?

Ctrl+Esc opens the Start menu
S should get you to Settings
C will open the Control Panel
D D will get you to the Display properties icon
Hit Enter
Once you open Display Properties dialog box,
Ctl+tab+tab will take you to the Appearance tab
3 tabs should take you to the Item box.
4 up-arrows should change the item from Desktop to Active Title bar
1 tab will take you to the size box
Type a number like 18 or press down-arrows for a while to reduce the size then press Enter
