sound recoreder still not working

I am still unable to get sound recorder to play my wav files and sound schemes. It tells me another application is using audio. It is an mci error. I get this right aftewr a reboot so I know nothing is using the sound. I have tried everything including editing the system ini files. Anybody have any more ideas.

What chipset is on the soundcard?
Who made the sound card?
What applications are running in the background?
(For Windows 9X, press Alt-cltr-Del for a list)

Have you tried;
Removing the sound driver and software from Add/Remove programs,
Remove the sound card from device manager.
Shut down,
Physically remove the sound card (or disable on-board sound)
Restart the system.
Search for, and remove, remnants off driver files in the Windows folders.
Run RegClean, or your favorite registry cleaner.
Shut down again.
Place the sound card back into the system.
Install the latest version of the drivers.

Other options:
Disable DOS mode support by REMing out the lines for the sound card in Autoexec.bat and Config.sys

Verify thatthere are not multiple programs associated with wav files.

Switch your sound scheme to none, and reboot.
See if you can now play wave files.
If so, there is something in the boot sequence that is disrupting the sound player.
Perhaps, there aresounds attempting to play before the sound driver is fully loaded.

I know this is a pain, but you may need to wipe out the files in the root folder, and the Windows folder, and re-install your OS.
Sometimes, this is the only way to correct a corrupt driver situation.
