Splitting up a Network

Our company is having a lot of issues in regards to heavy traffic. Is there a way I can set up a second NIC in our Server, and configure that new NIC to only handle traffic from another department in our company. We are running NT 4. The LAN runs onthe 192.168.0.1 address scheme, using DHCP.
