Spreadsheet Formula: commission calculator with min/max values

Could somebody please help me with creating a spreadsheet formula that will calculate a rate of commission?

The rate is for trading stocks. The rate of commission is $0.01 per share traded with a minimum value of $4.95 and a maximum value of $9.95.
