SQL 6.5 stuck in single-user mode

I am doing some consulting work for a company that is still using SQL 6.5. They had a disk go bad last week, so we replaced the disk, restored the backups, and now we are in the process of getting SQL up and running. I tried restoring the master database, and in the process had to start the server in single-user mode. Now whenever I try to restore any other database, it tells me that no other databases can be opened while it is in single-user mode. I tried stopping and starting the servicesas many ways as I could think of, and even rebooted the server. I also tried reinstalling SQL server and restoring the databases without starting in single-user mode, and it still said that it was in single-user mode. Can anyone help me here?
