SQL 7.0 and Access 97

Need an Access 97 DB migrated to SQL 7. Running NT 4.0. Have a SQL 7 Server. What's the best process for the programmer to start with? Will I need to load SQL 7.0 top her NT to build the DB or inport the Access DB to SQL 7.

What's the drill and will I run into the chicken and the egg mystery of what should be installed first?

Set up an ODBC connection on the SQL Server 7.0 server that points to the Access 97 database.
Then use DTC or Enterprise manager to import the ACCESS 97 database to a SQL Server 7.0 database.
Check the Books Online for Importing databases using ODBC.
