SQL7 Counters and thresholds

At my establishment we have two specialist applications, one is an inhouse movement control system and the other is an Automatic Teller machine network, both developed for us by an outside agency. The ATM system is sitting on 2000 workstations whilethe movement system is using NT workstations. The ATM system is referencing a smart city server using IE 5.5 and a SQL 7 server. The Movement Control System accesses the SQL server by named pipes. The SQL7 is a HP LPR netserver with two 9GB HDDs in a raid 2 array, 512mb RAM and a PIII 700 processor. Using performance monitor we notice that we are getting periods where the processor is hitting and plateauing at 100% for a period of 5 to 10 seconds and am also getting page faults at 100% for the same period of time.
Want i am wanting to know is in performance monitor what counters i should be looking at and what would be acceptable thresholds for those counters ???

Well i'd look at these to start with: page faults, cpu usage, pagefile usage %, and Memeory Usage, Memory faults.

COuld it be your pagefile is smallerthat your memory? Have you installed RAM lately?
