Start Bar in Windows 98 problem

Hi,
I’ve got a user using an IBM ThinkPad running Windows 98. When the user opens a program, it does not show up on the Start bar. As a result, when the user minimizes the program he can’t find it on the Start Bar and of course can’t maximize or restore it. When I logon as myself of course the problem goes away. I looked everywhere to see if I could find a setting but no luck. Any ideas?
