Start button

I have a laptop running Win XP HOME edition. When the computer starts up it won't let you click on the START Button, The hour glass continues to spin.

Can you use the Windows key and the keyboard to activate the start button?

try using the ctrl+alt+delete keys
to see task manager
you should be able to see what app/s are running.
and try to end the app that is using all the cpu
you might spyware doing their thing.

use Ad-Ware and Spy-Bot to remove spyware

Let it set for 20 minutes and try agian if that doesnt work then see if you can open it with the keybard and if that doesnt work then reinstall eindows or buy a new laptop $50@ebay

Have you tried to start the laptop in Safe Mode? Does it work then? If so, then run some diagnostics to make sure the OS is OK, and most importantly, check you are using the latest drivers. Also make sure that Windows has the latest service pack and subsequent patches applied and that the software you are using (particularly anything that starts when your computer starts), is also up to date.
