Start Menu/All Programs; folders empty in Windows 7

I am having an issue where my newly installed programs are not showing up in the 'All Programs' section of the start menu rather it shows the main folder, then when you click in there's no shortcuts it just shows (empty). The problem only started about a week and a half ago, initially shortcuts were working and showing.

So far I have tried to repair the registry & run a system file check scan with no success. I also tried to 'restore default settings' to the start menu.

I have also gone into All Programs/Open All Users and gone into the folders specifically showing empty, changed administrator privileges under the security tab...then the shortcuts show but they don't actually click through.

Any help is appreciated!
